WebIconCM is a contextual menu item for adding "shortcut icons" or "web page icons" to web location files. A web location file is created in the Finder when you drag URLs from your browser to a folder:

A shortcut icon is the icon you see displayed in the location field of your web browser:

The resulting file icon would look like this after processing, if adding a shortcut icon:

Note: Shortcut icons are small, usually 16 or 32 pixels wide.
If you were adding a web page icon it may look like this:

WebIconCM is very easy to use:
Control-click on a selection of web location files in the Finder and select "Add Shortcut Icons" as shown:

After processing is complete the files will have the corresponding shortcut icons instead of the generic icons:

Finally, note that the location of the shortcut icon is logged to the console:
